On one level, this is a reference to classical paintings of Gods at play or plotting to use humanity as their pawns; having a joke at our expense.
On the other hand, it's also about the nihilistic view that there is no meaning to life, no point to our existence or guiding hand at work in the Universe. Everything that happens is an amusing accident at best, part of a cosmic joke at worst.
